The best strategy would be to establish health care professional schools at public universities that have large numbers of Latino students. For example, in California, since the University of California has not been capable of training a substantial number of Latino physicians, nurses, dentists, and scientists – new schools of public health, medicine, nursing, dentistry and pharmacy, could be established at the California State University system.
